from a read of bug 198319, I think this is a separate issue.  198319
seems to be relevant mainly to laptops with a vista/ubuntu dual boot
configuration; also it looks like the problems detailed in 198319 go
back at least to ubuntu 7.10 and are probably buried in the kernel
itself as they have also been reported on SUSE.

My problem was specific to Ubuntu 8.10; also my configuration is an
XP/Ubuntu dual boot setup on a desktop.  This desktop previously ran
XP/ubuntu 8.4.  On 8.4 the CD drive worked, so my case is a regression
issue that is particular to 8.10.

Anyway, I'm no longer able to test this.  I got tired of monkeying
around with basic functionality problems in 8.10; 8.10 seems entirely
too buggy for me.  I reverted back to ubuntu 7.10 (I chose 7.10 over
8.4 for unrelated issues pertaining to restricted graphics card
drivers).  Now the machine is solid as a rock.
