The main thing that still uses http://people.ubuntu.com/~ubuntu-
archive/seeds/ is cron.germinate in the archive publisher itself.
However, the propagation delays from the primary bzr branch to these
mirrors haven't been a problem of late, and it's actually been quite
convenient for cron.germinate to use http://people.ubuntu.com/~ubuntu-
archive/seeds/ because that means we can change the location of the
branch on bazaar.launchpad.net without having to push through a
Launchpad code change. As such, I'm going to declare this bug done.
