I think this is fixed now, then:
1) console-data was replaced by console-setup in Ubuntu 6.10, so many
console-data bugs are obsolete; I'm pretty sure this one is fixed.
2) Although the live CD doesn't explicitly prompt for a keyboard layout at
boot, you can choose one by pressing F3 at the boot menu, and even if you don't
do that the live CD installer always prompts for a keyboard layout.
3) The console layout problems you were encountering sound more like bug
130444, which is now fixed.
