Non-applicable for KDE4.

In Intrepid System Settings doesn't have a "root mode" but rather
launches the various modules as root via kcm shell. Eventually we'll
probably get some policykit goodness to ask for passwords within the app
so that we don't need to use that hack, but for all intents and purposes
this bug probably won't need to be fixed in the future due to
architectural changes and probably won't be fixed for the KDE3 version
of system settings because it's unmaintained.
