You need to edit the /etc/udev/rules.d/50-libfprint0.rules and add the missing 
rule for the device
ATTRS{idVendor}=="147e", ATTRS{idProduct}=="1000", MODE="0664", GROUP="plugdev"
and restarting .... /etc/init.d/udev restart

However, I don't know any way how to specify the device for fprint
library (or the pam module) except adding it to the source code. But the
newly compiled driver is constantly crashing.
