I can confirm this is a bug of Ubuntu Hardy/Intrepid. I had exactly the same situation of z3non, that is:
$ ls -l /etc/shadow -rw-r----- 1 root root 1133 2008-10-06 19:32 /etc/shadow After applying z3non's solution the problem disappeared. I'm sure I haven't changed permission on /etc/shadow by myself.
