Yes, it recommends it, but doesn't depend on it,  so it's still
installable by itself.  The only reason I could see that one would
instal lthe -game package without -songs-sectoid, is if they only wanted
to use their own downloaded songs.  So perhaps it would be helpful to
change the last line of the package description to something like:

 This package contains the game code. It requires songs to be installed
 in ~/.fretsonfire/songs, or the fretsonfire-songs-sectoid package.  You
 will need a working sound and an open-gl capable graphics card.
