Hello, I messed around quite a bit and this is how I fixed the problem:
1. I uninstalled all SCIM related software through Synaptic. Restart. 2. (This was probably the part that fixed it) I went through the folders and erased all Korean/Japanese related folders and files (.anthy, .pinyin, and all files under .xinput.d). Restart. 3. I reinstalled SCIM, then the Korean and Japanese language support files. Problem fixed. I think one or more of the config files that don't erase with the uninstallation of Synaptic and Language Support got erased with my step 2, and reinstalling fixed the problem.
