Not a bug. To enable SCIM, please go to System -> Administration ->
Language Selector and enable "Support for complex characters". After
that logout to activate the changes.

The reason why this is not enabled by default for Telugu is, that it is
also possible to use a Telugu XKB layout. We didn't make any choice
between SCIM and XKB, because we don't know what is preferred by the
general Telugu user.
