Hello, I had the same problem on my Acer Aspire 3000 with Sis 760 on Ubuntu 
Intrepid 32bit. 
Small flickering horizontal lines (about 3 cm long) appearing at the left edge 
of the monitor and certian colors causing "snow" or "fuzzy" look about them.
In previous distributions I don't have this problem.

After some configuration tests using sisctrl
(http://www.winischhofer.eu/linuxsispart4.shtml#download), these steps
solved my problem:

1. add this line in /etc/modules
        sisfb
2. edit /etc/X11/xorg.conf and try these settings
