The problem is still there and has gotten a little worse. I created another user, and the problem does not exist under that login. That login also has a lot less complexity regarding plugins, themes, etc, so it may just be that I have the UI loaded down past the point of reason. I am planing on updating to the newest version soon though. I've been real busy lately though. I'll post when I do upgrade.
