Reproducible with today's live CD.

1. Open System > Preferences > Keyboard Shortcuts.
2. Under "Custom Shortcuts" there are three disabled shortcuts (just called 
"binding").
3. Change the command of one of the three entries, close "Keyboard Shortcuts", 
reopen.
4. The initial command will be there again.

~/.xsession-errors shows related warnings:

** (gnome-settings-daemon:5701): WARNING **: Key binding (magnifier) is invalid
** (gnome-settings-daemon:5701): WARNING **: Key binding (screenreader) is 
invalid
** (gnome-settings-daemon:5701): WARNING **: Key binding (onscreenkeyboard) is 
invalid
