Thank you for taking the time to report this bug and helping to make
Ubuntu better. This doesn't sound like a bug, but is working as
expected. If you disable, or shut off Compiz and Emerald, and return to
the default Gnome Metacity then the System -> Preferences -> Windows
settings, this functionality should be working. Can you confirm this is
the case?
