First of all, since you say your card is old you probably shouldn't use the effects when you want a fast desktop. Second, consider if you need all the services (SYSTEM -> CONFIGURATION -> SERVICES) and uncheck those not needed. You could also check what thing start up when you start your session.
What I know about your hardware: Pentium M is rather slow nowadays. So that will be the bottleneck in your system because you have a nice pile of RAM and a good RPM for your hard drive. I don't know if this should be considered as a bug. It rather normal when old systems are rather slow with all the fancy stuff enabled.
