We already have a facility like this:

it is not widely being used yet, but it's very useful for the top
crashers. For the rest, Launchpad proposes similar bugs and asks you
whether your bug is one of those.
So if you see a crash bug which happens very often and gets lots of
duplicates in Launchpad, please consider creating such a pattern and
submit it (ping any developer on IRC, or just mail me).
