I doubt there is any easy way for OOo to determine the files it is trying to access were on a down NFS server, if the path doesn't exist at all it probably will just ignore the file, it the NFS is mounted and is really slow or temporarily dead then yea it would probably be slow but then that is a problem with the users network more than with OOo. For things accessed via the Gnome Network/Connect to Server option they should no longer cause blocking since they are either mounted or not and are visible to OOo as a regular part of the filesystem.
