Normally, filling a bug in Ubuntu for a non Ubuntu package should be avoided.
It is better to report the problem to the project itself.
That said, by installing your package, I am finding something that looks wrong
with cupsys package (in Ubuntu ;-)).

invoke-rc.d: unknown initscript, /etc/init.d/cupsys not found.

Then when I did:
p...@arcturus:/usr/share/doc/cupsys$ dpkg -L cupsys
/.
/usr
/usr/share
/usr/share/doc
/usr/share/doc/cupsys
/usr/share/doc/cupsys/copyright
/usr/share/doc/cupsys/changelog.gz
/usr/share/doc/cupsys/changelog.Debian.gz
p...@arcturus:/usr/share/doc/cupsys$

Strange, where is the executable of cupsys (whatever this thing may be)
?
