I don't really know how to call a filter manually.
Yours is less gentle than others, like calling it without arguments does not 
give a usage line like others do:
Usage: ./rastertohp job-id user title copies options [file]

When I try your one:
p...@arcturus:/usr/lib/cups/filter$ ./pstocanonbj 13 paul "essay" 1 none 
/home/paul/allo.pdf 
ERROR: cannot open ppd: (null)
p...@arcturus:/usr/lib/cups/filter$ 

I guess at your place I would search:
ppdOpen
in the source files, and look a bit more around that.

Be warned: I know really not much about CUPS.
