This is because the only nepomuk/soprano backend in Kubuntu 8.10 is the
very slow redland backend. In Kubuntu 9.04 the faster sesame2 backend is
available for installation. For various reasons it cannot be installed
by default, but if you go to the Nepomuk section of systemsettings you
will be prompted to install and enable the sesame2 backend.
Since the redland backend will probably never be sped up, I am closing
this as won't fix.
