This is also true in Jaunty development version desktop cd dated 2009-04-12. Specifically, file:///usr/share/xubuntu-docs/web-apps.html gives instructions to use "Applications -> system -> Add/Remove..." which should be changed in several places to "Applciations -> Add/Remove..." .
