This is more likely to be an issue with a lossy internet connection than
with the software.  The fact that you've seen this with other streams
and applications seems to confirm this.

One way to check this is to ping another site.  For instance:

Compare your 'time=XX' and 'X% packet loss' numbers.  If they are
significantly higher, then your network may not be high enough quality
to play those streams.  If this is the case, then you'll want to work
with your ISP to resolve it.

If the dropouts are infrequent and intermittent, one workaround that
sometimes helps is to increase the caching a lot; not all players permit
adjusting the cache settings, though.  Given that you're seeing so much
choppiness I wouldn't expect this to solve the issue, but might be worth
a shot.
