It is only supposed to appear if the unmounting takes longer than 0.7
seconds? Why?

People might wait to take the device out before they see a Message which
tells them that it is save. If no Data will be written, they will wait a
long time and maybe they won't wait a next time after that -> corrupt
Data -> Linux = bad because ist destoys data on a usb-device (or
something like that)

If no Data will be written, it is save to remove the device, isn't it? I
think it would be better to show a Message all the time, when a device
will be unmounted. Anything else I don't understand.
