This package can be found in Debian  Multimedia 
(http://debian-multimedia.org/dists/unstable/main/binary-i386/package/libgmerlin-avdec-common.php).
Some dependencies needs to be adapted for Ubuntu, so please merge it from 
Debian Multimedia.
