Naïvely thinking out loud here (which is probably not welcome, but I'm not happy at not being able to upgrade and I want to try to move this along)...
It seems to me that some condition is tested to determine whether the upgrade notification is displayed. For some reason that condition appears to be false when it should be true. Do we know what that condition is?
