Ian,
I've followed the instruction and was able to change background of my folders
as described in documentation. I could change background colour or pattern of
my current folder without changes of its subfolders. Did you hold your right
mouse button during dragging a colour/patterns to the folder? You should
release mouse button above window with folders then you should see pop-up menu
with "Set as background for all folders" and "Set as background for this
folder".
I'm changing a status of this bug report to Incomplete becuase I believe that
documentation give correct instruction.
