(Reporting on behalf of my brother, a new Ubuntu user) We're experiencing what may or may not be the same bug. Most programs run fine (e.g. audacious plays sound), but pavucontrol causes pulseaudio to quickly die with a CPU limit error.
We're using the -proposed version of pulseaudio, with resample-method = trivial.
