In BIOS version 02CA switching Brightness Mode Control from 'Auto' to 'User Control' seems to fix the problem. With either DC and AC power the display returns to full brightness when display is awakened from sleep mode and also after opening the lid after lid was closed and computer was 'Suspended'. Before switching Brightness Mode Control to 'User Control' I was unable to get the display back to full brightness in either situation.
