When reporting usability issues, please clearly state so - being nice also helps :)
I suggested using a shortcut since you mentioned using it almost daily. I also suggested forums because they are a proper way to raise an issue or problem you may have, check if anyone else has it and quickly gather/gauge interest and support for a desired change. Gnome-control-center is actually consistent with the Gnome Applets design and behavior, and all the control panel items can be dragged and dropped either on the taskbar or desktop.
