I had this problem before in hardy (see my comment on 2008-11-10: https://bugs.launchpad.net/ubuntu/+source/linux/+bug/147934/comments/8), but it disappeared somewhere before 2.6.24-21-generic.
Now I'm running intreped for about two months, and the problem is there again: caps-lock works, but the led does not go on. I came across a post suggesting to use setxkbmap (without further options). This had the reverse effect; the light came on when caps-lock was off, and vice-versa. Better, but not good either.
