This isn't possible, since with the multiversion/multicluster
architecture there can be several versions installed in parallel, and
the files would conflict. Please see
/usr/share/doc/postgresql-8.3/README.Debian.gz for details. The cluster
management tools like pg_createcluster, pg_ctlcluster, etc. are in
/usr/bin/.
