Is your bug that Network Settings is too confusing to use easily? That
is too big to be considered a paper cut, because it would involve a
usability evaluation of the entire application and a massive interface
redesign.
If you can identify a single, specific change that would make Network
Settings less confusing, please detail it and perhaps we can address it
as a paper cut; otherwise, please mark this bug invalid.
