The issue that led me to post as a papercut is the two appear to use the
same information and perform the same task on the surface.  In depth it
is confusing which tool should be used for what configuration and which
tool will proved a "still there after reboot" configuration.

I think modifying the choice of words in the dialogs will correct the
confusability concern.  This issue is more apparent for a user coming
from a Windows or Mac environment where launching a single
tool/interface dialog/wizard does it all.
