It looks like ignore_nice_load isn't set by default on jaunty/amd64, so this bug may be "fixed". However, I've got to say I disagree with the basic premise. On my fairly new X2 5200+, running ondemand does provide a fairly large power and heat savings. This is *especially* true when running boinc, since it's a constant background task, and so would just run the CPU at 100% of the time if this isn't enabled.
I'm wondering if you've actually tested your own machines to see if the advice mentioned in the linked articles actually holds true on your own hardware and with your own typical workload? I suspect the best fix for this would be to just have a config option in /etc/default/powernowd that sets it to the preferred setting.
