If I am understanding correctly, this is an issue with the Cloud
Controller?

If so, the underlying problem has to do with the way that signatures are
verified by the java axis2/rampart implementation. Because messages are
sent frequently, on the order of 1/sec, and take around 200ms+ to
process the reported behaviour is unfortunate but not surprising.

We have a solution to this problem for v1.6, but have not found a
sensible way to address this issue in the context of the v1.5.x series
of Eucalyptus (without making it like v1.6).  Keep in mind that v1.6 is
scheduled for freeze late August.

Will follow up with this bug circa v1.6.
