SUCCESS! For the record, installing the 'libsdl1.2debian-pulseaudio' package cures the issues I have had with all mentioned programs (Tuxpaint, tuxmath, tuxtype, even circuslinux which I hadn't mentioned before but was experiencing similar issues). The CPU utilization is MUCH better (~3-5% for a single instance of a game instead of near 90%!).
