As you review the new version, you might remember this.
I did manage to remove these symptoms on my 8.04LTS installation by
  apt-get remove foomatic-rip
and an immediate
  apt-get install foomatic-rip

reviewing what was displayed on the console, they were the same version.

I hate to do a 'patch' like that rather than fix the problem.

But please consider taking this information forward.
