It seems like I can't reproduce now, and import (as well as commit) is now working against a local repository (the reproduction script above). I don't have an explanation for it. No configuration changes in my machine, and mostly updates pushed from Ubuntu (other than that had Wireshark installed and firefox-3.5 re-installed, doesn't seem related). It could be that the security updated on libapr and libsvn somehow resolved this, but I don't have an idea how. Anyway, it now works for me.
