This is actually usplash. Currently xsplash starts late in the boot, after usplash, so what you are seeing is usplash behaviour not xsplash. xsplash is starting when gdm starts, so only a couple seconds before the login screen. Soon it should be starting early in the boot process, so you never see usplash.
