Solved for my Huawei E169 (12d1:1001) using latest build of network manager, tested on my h/w (read above).
I added the 'trunk' instead of 'ppa' at software sources, instructions from: https://edge.launchpad.net/~network-manager/+archive/trunk I hope this is permanent now!
