I can confirm this bug. When the cursor is too close to the gnome-panel "Window List" applet, and i use the scroll wheel, it scrolls through all windows. I also think this feature should be off by default but that, but have an enable/disable setting on the Window List Preferences (preferences accessible by right clicking on the edge of the window list). I have attached what this option could look like. It can also be a check box (check to enable) instead of two radio buttons.
