Ok.  I was talking to a user on IRC who had installed Ubuntu and was 
following that guide, and they had no such user in their database. 
Changing to the rootdn allowed them to proceed.  So I'm not sure what part 
of the process to create the admin user failed for them.

In this section, I indeed see how the suffix can be reconfigured, and the 
admin password can be reset, but isn't that the cn=admin,cn=config 
password?  That is what the rest of the document implies.  It mentions 
nothing about cn=admin,dc=DOMAIN until much further down.

I think as long as the cn=admin,dc=<DOMAIN> dn really is being created, the 
document is fine.  Unfortunately I did not have access to the users system, 
so there was no way I could see why their cn=admin,dc=DOMAIN user did not 
exist, other than I saw no steps in the document that created it.  In the 
mean time, using the cn=admin,cn=config DN allowed them to proceed without 
issue.
