That is what the rest of the document implies. I think as long as the cn=admin,dc=<DOMAIN> dn really is being created, the document is fine. Unfortunately I did not have access to the users system, so there was no way I could see why their cn=admin,dc=DOMAIN user did not exist, other than I saw no steps in the document that created it.
