This might be a clue: when I first installed Ubuntu (Jaunty) on my PC, it had been Windows machine and I did not alter the partition table. I'm 99% sure that cold restarts at that time present Grub normally. Later, I decided to do a clean install w/ a different partition scheme so I re-created the partition table during install. Then the "no Grub on cold restart" problem began occurring.
Plan to test Grub2, but I think I better image my HD first.
