I think the stop (rmmod) is mostly there for the restart|force-reload action, for reloading the kernel module.
Thinking about it more, this is likely most useful for the old DKMS-built KVM module, which would need to get loaded/unloaded etc more dynamically on upgrades. Now that we're *only* using the kvm module in the kernel, I think you're right, in that this action is probably not needed any more. I'll drop the init script stop for runlevels 0 and 6, and re-upload. I'll do a little more research on the rmmod and get back to you on that one.
