Correct. My USB card reader is also affected. After ejecting, the power
led turns off and I have to reconnect the device in order to be able to
use it again.

Attaching kernel log from plugging the card reader in, inserting a SD
card and hitting eject in nautilus. The kernel doesn't seem to notice
that the reader powered down after ejecting.
