I have tested it with apport 1.8.2 and I don't have that problem. This
problem could be related to python-qt4, so I'll assign this bug to that
package.
$ ls -l /usr/share/python-qt4/widget-plugins/kde4.py
lrwxrwxrwx 1 root root 69 2009-09-05 18:59
/usr/share/python-qt4/widget-plugins/kde4.py ->
../../../lib/python2.6/dist-packages/PyQt4/uic/widget-plugins/kde4.py
Could you try to reinstall python-kde4 ?
$ sudo apt-get --reinstall install python-kde4
