Removing myself as assignee.
I grabbed this bug long ago, when it was tagged "bite size". I created
a fix that solved this problem for some shells, and in some cases (where
~ is expanded properly). However, that fix was reverted in that the
solution was only partial, and incomplete.
I don't really intend on returning to work on this bug. Sorry.
