Kevin, I mentioned this to some people before, but I don't have the skills myself to write something like this, and I think it would benefit the CD size too.
Just like using the music/video programs will tell you that you need a codec and it will download it for you. I imagine doing something like this for the telepathy connection managers (butterfly,haze,idle, etc..) would take space off of the CD for other more important things. Maybe also resolve bugs in which someones CM isn't installed by default with empathy.
