No, it has not been fixed. The rule inserted in "61-mobile-action.rules" is correct, but doesn't do anything, probably because it's misplaced. Placing that same rule in any file located under /etc/udev/rules.d (i.e. ZTE.rules) makes it work, so it's definitely a problem of precedence.
