That data for /root/45-libgphoto2.rules.save above there, can you
provide the command that would add it to the file?  Or should I just cut
and paste?

I've added gphoto2

Whatever is different now allows the camera to be found and read *if* I
specify the camera.  If I just plug in and let things run automatically,
digiKam complains with the message "failed to list files in /camera"

Add Camera->Auto Detect came up with  Canon Digital IXUS 50 (normal
mode)

Add Camera->Add let me choose the model Canon PowerShot A520 (PTP mode)

Both seem to import pictures, if I choose either one from the Camera
menu.

Here is the output from lsusb and the permissions:
