Right now, the only way that linux-headers-* packages get installed is because they're recommends of the desktop metapackage. I'm a bit cautious about reorganising this for karmic at this point; it is delicate.
Jerone, is there a particular reason you're insisting (by reopening the bug task) that the base-installer installer component should be responsible for doing this?
